Residential Energy Efficiency & Electrification Campaign
The TCMC prioritized development of a Residential Energy Efficiency and Electrification Campaign as one of its 2024 regional initiatives. The campaign is a multifaceted outreach and incentive program to accelerate residential building decarbonization and reduce energy costs for households throughout Thurston County. In 2024, the TCMC Staff Team completed a Market Assessment and Incentive Program Research, Stakeholder Interviews, and a Resident Survey to inform development of the campaign. Additionally, Energize Thurston builds on the foundation of the Energize Olympia ductless heat pump campaign (2023-2024), expanding its scope to serve residents throughout Thurston County and to offer more equipment types including ducted and ductless heat pumps, as well as heat pump water heaters. In the Spring of 2025, “Energize Thurston” launched and supported over 200 heat pump and heat pump water heater installations for Thurston County residents.
2025 Campaign Highlights Include:
- 227 total heat pump and water heater installations
- 177 subsidized installations for low and moderate income households
- 521 residents engaged through the campaign’s educational workshop series
- 145 households gained access to cooling through a heat pump space conditioning system
- 115 households converted from fossil fuels to all-electric heat pump space conditioning systems
The Switch is On

The first component of the Electrification Campaign launched in 2024 as The Switch Is On: an educational website and outreach campaign that aims to educate, inspire, and make switching to electricity easier for homeowners and renters. The website provides information about the benefits of electric home appliances, and search tools to find vetted contractors and financial incentives.
